Christmas party purchases

It’s the day after the Christmas party here at the SM office, so we’re all trying to keep the noise down at the moment.
But it got us thinking about who arranged for and bought all the booze and fine entertainment enjoyed by all.
Is the responsibility for buying for the Christmas party the responsibility of the procurement department in your company? What tips could procurement give on helping on the night?
