It’s a conundrum that procurement professionals know all too well – how do you purchase what you need without wasting money?

US President Barack Obama spoke about the thorny issue yesterday as he fronted his second prime-time White House news conference since taking office.

“Where the [defence] savings should come in — and I’ve been working with [Defence] Secretary [Dr Robert] Gates on this, and we’ll be detailing it more in the weeks to come — is, how do we reform our procurement system so that it keeps America safe and we’re not wasting taxpayer dollars?,” he told reporters.
